An additional quote from the "letter never sent" (except to the OIG)
The tyranny of QMS self inspection must have begun. Organizations totally screw up "to add value," then are allowed to fix (or more likely, not fix—as they so choose) the problem themselves without any oversight. Must be the "no looky" system (name) told PSD inspectors to work to year(s) before QMS was implemented at PSD—Manufacturing "owned" build quality, so there was no need for us inspectors to look at the quality of the critical airplane parts BCAG builds per our written instructions in the BCAG FAA-approved Quality System because we would then be trespassing on "Manufacturing’s" "turf," and could theoretically then "be arrested" by (name) for doing so, and be transferred to "Siberia," as I was, for those transgressions.
