Where did the process fail? Why did the QA Approver, Liaison Engineer, and DER involved with this NCR believe spec requirements were just guidelines? What training is obviously required for all of these job roles to again instill in them the minimum knowledge required to do their critical jobs correctly, not addled by such obviously bogus beliefs they are designing/approving/dispositioning our airplanes with?
