An additional quote from the "letter never sent" (except to the OIG):

BCAG should not be let off the hook. They are delivering untested critical systems on our airplanes to airline customers "to add value" to our bottom line. They have been caught doing it. Now is the time for them to make good to those thusly defrauded customers to ensure their passenger’s safety. No matter how much money it costs BCAG, they must be made to correct the deficiencies they let deliver to our customers to save just a couple dollars per plane. BCAG must learn that it always will cost them massive more "value" when they let untested product deliver to our "Gunea Pig" airline passenger customers than any "value" they could "add to our bottom line" by not doing such required testing.
