An additional quote from the "letter never sent" (except to the OIG) They are shamelessly clueless when it comes to even complying with the most basic and most critical Engineering requirements—those contained in the most rudimentary documents that define our production processes—the BAC specs...I don’t know what prompted them to address this issue. Perhaps the fear of being caught with their "pants down" by you, violating the Quality System yet again. Perhaps a LOI drove it. In any event, inquiring FAA minds I believe should want to delve into this, document it, and ensure it to completion via a Finding. Just because BCAG is thinking about doing something to become at long last compliant with even one of the most basic requirements of our Quality System, does not mean it will ever be followed through on or done. (Name) and/or (name) (whoever that is) does not hold the purse strings that release the "value" that would be "lost" in an effort to implement even this most basic of all basic quality requirements. Those above them that only know that Quality is "non-value added" at BCAG do. Please issue a Finding stating that you are unable to find evidence of compliance yourself on this item (which you won’t, obviously, if we cannot even find it ourselves), asking BCAG to show compliance...This will light a fire under our arses on this, release the funds to get it at long last complied with, and ensure PSD (and the rest of BCAG) does live up to their (at this point) mere prevarication that they can do something that BCAG QA itself has been unable/unwilling to do, but must do.
