An additional quote from the "letter never sent" (except to the OIG)
I asked your office to investigate my report, and at the investigation’s conclusion, take the findings from that investigation and all prior BCAG noncompliance data, and take appropriate enforcement action as 14CFR13 requires. If the Findings issued as a result of my report and previous Findings unrelated to my report "fall through the cracks" as perhaps happened in the case of the above...then that critical review may be working with false, incomplete, and insufficient data of BCAG’s level of noncompliance, and in a worst case scenario, the wrong conclusion—letting us keep our PC--may ultimately be reached because of that. Hopefully that will not be the case however, as the massive level of BCAG noncompliances documented in the STA, many still uncorrected to this date, plus the additional evidence you are gathering as a result of the investigation of my report, should in and of themselves result in the only sanction that will make BCAG reverse course on subverting our Quality System for dollars.
