An additional quote from the "letter never sent" (except to the OIG)
Reiterated from page 68 above:
As you can see, this culture change is directed from the Boeing Headquarters level, and moves us from a "product-focused culture" to a "business-focused culture." We no longer love to build airplanes, we are supposed to love building profits instead, just like our corrupt management. Building airplanes is only a means to that end. We could be "building" donuts for all we care—as long as we are similarly focused on only those profits. In such a "business focused culture" Quality Systems are in their entirety "non-value added." So what if you require we have one? As we are a "business focused culture," we will only do the minimum of these "non-value added" activities to "stay out of jail" and barely keep our PC. We will forever be intentionally "skating on the razor’s edge" (just like all of the people who fly on our airplanes every day do because of this) of keeping or losing our PC, as that is how we intentionally "game the system" to extract "maximum value" from the maximum noncompliance we can get away with under your noses and still stay in business. That "maximizes the value" to our bottom line, by intentionally minimizing the quality and safety of our airplanes.
Do I have more evidence than the...above comment refers to that Boeing Headquarters is directing its business units (like they have directed BCAG) to focus on meeting business targets (cost and schedule targets) irregardless of "product specific" targets such as those (if any still even exist at this late date) for Transport Aircraft quality and safety? Of course...
